Government Involvement

 

Brazil's government has traditionally been anti-family planning.  The government's official stance currently is that Brazil's TFR of 2.4 is acceptable.  To this degree, the government's funding of family planning is very low.  We have provided a graph showing the change in public and private funding in Brazil since 1975.  Both private and government funding are given in hundreds of thousands of U.S. dollars.  For the entire year of 1985, total family planning funding amounted to about 900,000 U.S. dollars, a very low amount, even for a developing country.  

Nearly all funding for Brazil's family planning comes from the private sector.  The private sector's largest organization is BEMFAM.  Even with funding from BEMFAM, Brazil's total per capita family planning funding per year is just 8.9 U.S. cents.  To compare to other developing countries, Botswana's people recieve 18.9 U.S. cents per capita, Pakistan, 31.3 cents, and Zimbabwe, 53.1 cents.  

Brazil ranks among the lowest 10% of developing nations in family planning funding.
